Current situation:
Quite often when I bring up a building (any building) and go to the upgrade tab, when I move the cursor over that window a somewhat random popup appears over the upgrade panel.
In the example below I open the residence UI, I move the cursor and suddenly I get info about the spot of whispering trees
If I move the mouse off the window, the popup disappears.
I have had various popups displayed over it like the Main hall not just spot of whispering trees, and on other upgrade screens or the trader, not just the residence.
Also there is no spot of whispering trees underneath the cursor position, in fact nowhere near it.
Expected situation:
__no popup should be displayed

Reproduction Steps:
1. __ go to trader (UI comes up)
2. __move mouse over the trader window
3. __sometimes the popup is displayed over it
4. __
5. __
I have had this happen on 2 different computers for the last few days
Add more steps if needed. Include only ONE action for each step!
