Allow us to place buildings outside our city limits in order to reorganize them within our city limits please

This idea has been rejected for years. The idea of planning city arrangements, throughout the game (but particularly during breaks between chapters, when space has become available after removing guest race structures), has been determined to be a core aspect of the game.

Finally, the teleport feature was created as a concession.

I doubt the devs would cave any further.
