I also had this problem. The option is to fight instead of negotiate, if your armies are strong enough to do so.I have been asked to negotiate with Orcs to complete provinces before I have reached the Orcs level. Is this problem common in the community? Thanks for for feedback, Pix
Thanks. I have concentrated on negotiation so I guess I will rely on City expansions and building up my existing cities until I get to Orcs.I also had this problem. The option is to fight instead of negotiate, if your armies are strong enough to do so.

So it looks like you've finally hit the "Orc Wall" which is something a LOT of Players do! This is a consequence of over scouting a tad to get those all important Expansions.
You won't actually be able to produce Orcs until you reach the Orcs and Goblins Chapter and Research "Armory - Breeding Grounds"
BUT in the meantime as @Fligigel has kindly pointed out, this will give you ample time to start working on your City and upgrading those all important Ancient Wonders that will help you on your Journey.

As per normal, @Herodite is absolutely right. But for you just now @PixLou it gives you time to plan how many 'Armory Breeding Grounds' you can fit into your city. I have 3 armouries in one city and 4 in the other. This works for me. However, there have been recent posts saying that one or two are enough if you have certain Ancient Wonders, because armouries use up lots of your culture, population and space, and are not the best way of getting Orcs (or fighting units).
There is more than one way to skin the cat, as the saying goes.
