Answered Neighbourly Help

I'm quite new to the game, and quite frustratingly I cannot find out how to give neighbourly help. The guides I find online are of no use to me.

Do I have to reach a certain level or complete Chapter 1 to use this feature?

So in order to begin giving "Neighbourly Help" you need to research and Complete "Neighbourhood" in your Chapter 1 Research.

Once you have done this you can then begin to help out your Neighbours!
