Answered Martial Monastry multiplier

When you look at culture for a level 11 Martian Monastry in chapter 5, it says 3000. But my one in chapter 8-9 says 11.9k. What is the multiplier? Is it chapter, or some other wonder I'm building?

It's based on your squad size and the level of the Ancient Wonder.
