Just cleared a province on the world map, this maxed my Knowledge Points out to 10. Spent them, and see the timer has reset to 59:59 min before next point, when it should have been about 20min left.

Thank you for reporting this Nick. In fact, this is not a bug but it works as intended. A full KP bar stops the timer from counting down so as soon as it's full and you spend a point, the countdown will start again. Otherwise you would really have 11 KP available (if you'd leave the bar full at 10 points and the countdown timer would continue, it would stay stuck at 0:01 and as soon as you'd spend the first KP, it would come right back again.

Hopefully this answer clarifies it for you. If not, please let us know but for now, I'll archive this thread as "not a bug"

I don't think it should continue to countdown, I should have been more clear. I believe it should freeze. This means that players who fight/are negotiating on the world map are not in inadvertently disadvantaged.

I think this is good because it would have no effect on players letting KP acquire while outside of the game. Its a functional improvement. Currently I feel like I've lost ~40min worth of KP its not much. I'm just reporting it so hopefully the system is improved
