Just got 10 RR as a gift

It seems to be 10 per account, not 10 per city. If this is the promised compensation, then this means a lot of affected cities will get nothing. I'm hoping this is separate to the promised compensation, and that is still coming.

Will each of our cities receive this compensation? Due to a game glitch my spells landed on an inactive account, so my most severely affected city got nothing.
