Your question is a linguistic-logic contradiction of the initial definition.

The stated definition of gambling requires "something of value" as an input; if it "don't cost anything of value", then no, it isn't a gambling machine. It's a no-purchase-necessary sweepstakes machine. It's a free-to-play prize wheel machine. It's a partially-filled public Advent Calendar machine. It's not a gambling machine.

Agreed :) So can we get a no-purchase-necessary sweepstakes machine? Just stuffing KP tickets in to start it and get some other fun nonsense back instead?
