Increase time between quest repetition (Event)

Could you maybe safe a table for each city that contains a flag for each quest in a tier of difficulty? For example: Each city has a table that has an index for each quest for difficulty #30-#79. Once a quest has been done, a flag is set for this quest and it can't reappear until reset. Reset of the quests could be automatic daily and/or a player did all quests for a tier of difficulty.

And what would you separate into the various tiers? And what about people whose opinion on difficulty are different than yours?
