After a month of inactivity (If they are below chapter 3 and non-diamond purchasers), those neighbours should be replaced by gold-mines. Then new players will move in. Hopefully you will then have more active neighbours.

I would like the answer to this as well please .. I am surrounded by players with no game name & nothing changes with their cities .. Pretty sure it has been more than a month.

I too am surrounded by cities that have not changed in over a month. There are cities that have been inactive for over a year. They do have high scores but I've kept an eye on them and they really have not changed
