Answered how do I have a superior steel manufactory ?

It sounds to me like you are at a certain point where a storyline quest says something like "have a superior steel manufactory". Is that right? If so, it will mean that whatever chapter you are on you have to research the tech in that chapter for the next level of tier 1 manufactories and then upgrade one of yours into that level.
