Hi there @Sarnia1 and welcome to our Forum!
As you move through the Chapter, the Story Quests will prompt you on what to do and when to do it
You will recieve a Quest late in the Chapter that will tell you to sell the Fairy Portal!
If though you are one of those Players that chooses to plough forward through the Chapter without paying much attention to the Quests, you can begin to decline the previous Chapter Quests once you have Researched and Completed Advanced Scouts in the next Chapter.
BUT be warned! Keep an eye on the Quests you decline. You don't want to decline a Quest that will give a decent reward!!
