Hi been looking everywhere to try and understand what happens with this building it says once bought permanent Population how does this work ? as the population that came with building have all been used up

The population is permanent as long as the building remains built. To increase the population again you will need to build more residences (or other buildings which give population):
If you mouse over the population, this window shows. It shows I have 248 population available; but as I build new buildings which need population, the amount available will decrease. To gain more available population, build more residences or upgrade the ones you already have.
