Not a Bug Glitch?

I was completing quests in Duplication Disaster when I stumbled upon a glitch:

I wouldn't get my reward even after negotiating 3 province encounters so I had to use a time boosters. Is this a glitch/bug?

But the claim button is lit. Looks like you can click it and claim your prize already.

The time boosters requirement was mandatory, then you had to complete one of the other two.
