If you know where his city is located on the World Map, you can click on his city and invite him but there is not a searchable list of players for app users at present.
A way to do this would be to ask the player to apply to your Fellowship using the Forum to contact him, though of course he may not be a Forum user. Another solution might be to ask a browser user in your Fellowship to invite the player.

More features are being regularly added to the app- with version 1.71 you will be able to visit other players' cities. Keep your eye on the Forum for more updates!

Actually the player would have to be discovered for this method to work in the app. You can’t click on undiscovered cities in the app - simply nothing happens.
