What does the meditation circle have to join onto please?

@Indriel The Meditation Circle needs to be connected to the Senate. However, any additional Meditation Circles can be connected to another as long as the initial one is connected to the Senate! If that makes sense!

Just out of interest, I never built one ( I think) and I ignored the Improved Meditation Circle upgrade on the tech tree.
