City Downgrade buildings

At the moment we can sell buildings and get a partial refund. I would find it useful to simply downgrade buildings as well, especially in the case where this causes them to take up less room. This would be easier, quicker and cheaper than selling the too large building, then building a new one and gradually upgrading it until it gets to the level below where the old one was.

I like the idea .. could downgrade my level 5 barracks to level 1

I like that idea too, we can easily handle the 'upgrade your buildings to x level' quests too
