Also, why? What's the connection you see between "Here, spend money and buy some updated-to-your-current-chapter buildings", quickly followed by "Here, have the ability to upgrade your existing buildings".

Doesn't seem logical to me. We would have heard from Beta if they were trialing a new version of the RR. Also what is the point of getting new magical workshops and residences at the moment without knowing if you will be able to upgrade them (i.e earn enough RR spells to upgrade all you have) or not.
