Why do some people get a daily bonus and others don't? I get nothing but my friends playing on different phones get a daily gift. That would add up after a while...

That’s the A/B testing approach - releasing a feature to part of the user base before launching it in full scale. It can even be split in more than two phases.
Inno Games quite like this method. It’s being done with daily gifts, it was (or still is?) done with the new “hide buildings” feature and it was done also for multi-launch of workshops. The last one I especially remember, because I was NOT in the test group, lol.
I don’t think there is anything we can do to speed up their decision to release the features to all of us.
