I had got to the 170% culture bonus and I found a quest asks me to reach 150% culture bonus; but the quest wont be done, so I don't wont to lower my culture to get to the 150%.

It's a silly one. Unless you're prepared to lower your culture, you'll have to ignore it. When you get to the next chapter, all quests become optional, so you can then dismiss it.

This is normal, happens to everyone. I'm guessing you are in Fairies?
