Answered Conversation Error Message

However, when I tried to follow this advice, I received this error message:

The error message unfortunately doesn't explain why I am unable to start a conversation. Has anybody else found themselves in this situation or know the reason for the error?

They could have their preferences set so that no one can start a conversation with them.
