In a recent update the background was changed slightly to fix some display issues, however when it was changed it also got a version that shows the Spire ruins. Prior to this update the live servers just showed an island, and the beta server showed an island with the ruins of the Spire. The latter makes sense since the Spire comes and goes on beta, but I suspect live servers are meant to just have a normal island until such time as the Spire feature is added.

I think the mods said this was put there on purpose in preparation for the spire.
