my next reward quest is saying produce wooden figurines 3 times with a manufactory from your current or previuos chapter .? what chapter is this

What chapter are you in? You can click on the small I next to the quest progress bar that will tell you what level the manufactory needs to be.

It looks like you are in the Fairies, so that is chapter 7.

That would require Planks factories at a minimum of level 16 I believe.
