Hi,
My city was yesterday moved to a nearly empty map. The auto-move option promises to move to a "better position" but it's hard to imagine anything worse than this new position. I think it's a bug. But if it's not a bug, then the auto-move should not promise to move to a better position, because it's really misleading for people who decided to keep this option checked.
