I'm hearin' you @Gargon667. I've thought that way too. Having now scouted 640 provinces though I'm feeling the effects of large enemy troop numbers.

You do understand that number of scouted provinces ONLY affects the regular province fights on the map? It does NOT affect spire or tourney encounters at all!

So scouting more does not have any negative effects on anything. If you stop scouting, you get zero, if you keep scouting you get something, although of course that something becomes smaller and smaller (same benefit for higher costs) over time, however a small benefit is still better than no benefit at all.
