The quest "upgrade 4 buildings to level 4 or higher" accepted 2 upgrades of a planks manufactory (the same one) to level 4 and 5 but ignored two residences finishing an upgrade to level 29!!! Dunno but I'd say that's higher than 4 in my opinion. And since the upgrade to 5 worked it can't be that it doesn't recognise numbers higher than 4, rather it seems to be a bit confused with 2-digit numbers or something.

Based on the latest forum posts it looks like the quest only recognizes upgrades which started after the quest was active. It’s a new bug.

Anyway, if you start (and finish) two more upgrades, the quest will accept them now.
