You can send messages to anyone. It isn't fellowship specific.

Possible improvements to the trader is something that is talked about a lot, but you haven't mentioned what you would like to see changed.

see if its possible to contact trader and make a counter offer

It is possible: just click on the name of the player and you get the option to send them a message. Although if you want a specific kind of offer the easiest way is to just post it yourself.

Edit: that's how it work on PC not sure about the app.
