what tactic do you guys choose? Build your city big before you scout and make friends or just the opposite?

Scouting is the main way to unlock expansions which makes your city bigger, so...both?

It's mutual. You need to scout (and clear the scouted provinces) to grow your city. And you also need a bigger city to afford the ever increasing scouting costs. There isn't much room for tactics.
